Due to the armed aggression of the Russian Federation against Ukraine, a large number of internally displaced persons appeared. In some communities, IDP Councils were established to help the integration of internally displaced persons and the work of local authorities to ensure the rights and interests of IDPs.

In order to regulate the activities of such councils and promote their creation throughout the territory of Ukraine, the Cabinet of Ministers adopted the Resolution "On approval of the Standard Regulation on the Council for Internally Displaced Persons." The Council will consist of 18 people, 9 of whom are internally displaced persons, 6 representatives of the body under which the Council was established, and 3 representatives of public associations that protect the rights of IDPs.
