Due to the armed aggression of the Russian Federation against Ukraine, a large number of internally displaced persons appeared. In some communities, IDP Councils were established to help the integration of internally displaced persons and the work of local authorities to ensure the rights and interests of IDPs.

In order to regulate the activities of such councils and promote their creation throughout the territory of Ukraine, the Cabinet of Ministers adopted the Resolution "On approval of the Standard Regulation on the Council for Internally Displaced Persons." The draft document was developed by the Ministry of Reintegration for the implementation of the State Policy Strategy on Internal Displacement for the period until 2025.

According to the Model Regulation on the Council on IDPs, they will contribute to the implementation of the regional policy on internally displaced persons. In particular, their adaptation and integration into the host communities.

Among the main tasks of such councils is the promotion of social protection of IDPs, their employment, provision of housing, provision of psychosocial, medical and legal assistance, etc.

The Council will consist of 18 people, 9 of whom are internally displaced persons, 6 representatives of the body under which the Council was established, and 3 representatives of public associations that protect the rights of IDPs.

In addition, the Resolution recommends:

– regional, city, and district military administrations to form Councils on IDPs by September 1, 2023 and to approve regulations on these councils, taking into account the Model Regulations;

– local self-government bodies to form Councils on IDPs and to approve regulations on such councils.
