During July 2023, within the framework of the project "Housing for Life: Integrated Solutions for Internally Displaced Persons (IDPs)", monitoring report "State and development of legislation in the field of housing reconstruction".
The report contains an analysis of the current state of legislation in the field of housing reconstruction, destroyed or damaged as a result of the military aggression of the Russian Federation. The report defines a list of the main normative legal acts in this area and analyzes the relationship between them. It has been established that the current legislation provides for at least eight directions ("programs") for the restoration of destroyed or damaged housing. On the one hand, gaps in the specified normative legal acts and their hierarchy were revealed, and on the other hand, partial duplication of directions ("programs") of recovery.
