The public organization "Kyiv city branch of the All-Ukrainian public organization "Civil network OPORA" announces a tender for proposals for the selection of supplier(s) for the provision of services "Preparation and advocacy of changes to the primary legislation for development "solving problematic issues of reconstruction/repair of destroyed/damaged housing" within the framework of the project "Housing for Life: Comprehensive Solutions for Internally Displaced Persons (IDPs)".

Scope of services and expected results:
- Problematic issues and challenges of reconstruction (repair) of destroyed and damaged housing:
- Overview of problematic issues and challenges regarding the reconstruction (repair) of destroyed and damaged housing;
- Providing principled proposals for improving legislation.
Content of work:
- Conduct an analysis of problematic issues and challenges regarding the reconstruction (repair) of destroyed and damaged housing.
- Provide basic proposals for improving legislative acts (primary legislation) in accordance with identified problems and challenges, including regarding the regulation of the legal status and the actual allocation of the land plot of the apartment building to ensure the right of the co-owners of the apartment building to its reconstruction.
- Compile an analytical report "Problematic issues and challenges of reconstruction (repair) of destroyed and damaged housing", which will consist of two parts and will include, in particular, draft legislative acts (amendments to legislative acts) with the most important problematic issues and challenges, including regarding the regulation of the legal status and the actual allocation of the land plot of the apartment building to ensure the right of the co-owners of the apartment building to its reconstruction.
Working procedure:
The work will be performed in two stages:
- Analysis of problematic issues and preparation of principle proposals (1st part of the report).
- Preparation of draft legislative acts (amendments to legislative acts) on the most important problematic issues and challenges (2nd part of the report), including regarding the regulation of the legal status and the actual allocation of the land plot of the apartment building to ensure the right of the co-owners of the apartment building to its reconstruction.
Result:
A two-part report:
- Preparation of draft legislative acts (amendments to legislative acts) on the most important problematic issues and challenges (2nd part of the report), including regarding the settlement of the legal status and the actual allocation of the land plot of the apartment building to ensure the right of the co-owners of the apartment building to its reconstruction - until 12.25.2023.
Requirements for the performer:
- Status of the business entity;
- Experience of participation in public councils of central executive bodies responsible for housing policy and construction;
- Confirmed current possibility to carry out advocacy on behalf of non-governmental organizations (public associations, charitable organizations, associations of co-owners of apartment buildings and their associations, bodies of self-organization of the population etc). The submission of documents confirming membership of the organization will be considered as confirmationlevels of management of such organizations.
Proposals will be evaluated according to the following criteria:
- experience/samples of previous work. Experience of cooperation with OPORA will be an advantage;
- full total cost of providing services in hryvnias without VAT.
