Non-governmental organization "KMO VGO "Civic Network OPORA" created and started the implementation of the project "Housing for Life: Comprehensive Solutions for Internally Displaced Persons".
The project is designed to provide a solution to the current problems of IDPs and other vulnerable categories of citizens in realizing their right to housing, in combination with the development of local models for authorities that would strengthen their ability to solve problems and further reconstruction of the housing stock as a long-term element of the country's reconstruction. In fact, this is comprehensive informational and advisory support for IDPs in the process of solving their housing issues — provision of temporary social housing and reconstruction/access to permanent housing.
The key goal is to increase the responsibility and efficiency of the authorities in ensuring the right to housing of IDPs and other categories of vulnerable persons who have lost their homes in the de-occupied and bombed territories.
Key objectives:
1. Information provision, counseling and support of IDPs who have lost their housing, regarding the restoration of their rights to housing (provision of temporary social housing and reconstruction/access to permanent housing).
2. Creation and presentation to local authorities of mechanisms for solving issues of providing safe and affordable housing for IDPs at the local level.
4. Growth the potential of the regional network and OPORA partners in implementing the project through networking and advocacy at the local level.
The problem that the project aims to solve is extremely important. Today in Ukraine registered 6.7 million forcibly displaced persons (IDPs) — according to UNHCR data. The biggest problem of IDPs, as noted by all sociological surveys, is the problem of providing housing in host communities, destroyed and damaged IDPs' own housing as a result of Russia's military aggression on the territory of Ukraine. That is why OPORA started work on the project "Housing for Life: Integrated Solutions for Internally Displaced Persons (IDPs)".
OPORA offers a systematic and comprehensive approach to achieving project results through direct work with a target group of vulnerable categories of people. This will be done in cooperation with the network of the state system of free legal aid. Regional consultants will work in 9 regions of our country, who will provide case support until the full resolution of individual IDP issues.
